| Description of Services | Review relevant Road related policy documents at National Regional and International Level. Review exiting R2000 strategy policy documents, identify shortcomings and develop a new policy that will overcome challenges identified; Interview Implementers of R2000 strategy in the road subsector with recommendations to address challenges. Review existing legal frameworks, other policies and guidelines with a view of anchoring R2000 strategy to the national objectives of the country Review of the current R2000 management structure and stakeholders and identify shortcomings and opportunities for improvement with a view to recommend an appropriate management structure Make recommendations for possible upscaling of R2000 strategy as a funded road maintenance programme with a plan to rolling out the strategy nationally Identify gaps in communication and stakeholder engagement strategy and make recommendations. Develop linkage between R2000 training frameworks and sensitization initiatives in place with a view to make recommendations. Prepare TORs for development of the 3rd R2000 strategic plan Prepare and present draft policy document with recommendations to stakeholders at a workshop Finalize policy document incorporating input from stakeholder’s workshop. |
