Objectives of the Project & Scope | The main objective of the assignment is to carry out Pre-opening Road Safety Audit of ongoing upgrading of Kenol – Marua Road and Road Safety Assessment of select major road corridors. In addition, the assignment seeks to review existing Road Safety Management Policy and Strategy and develop new ones as well as develop a Black Spot Management Guideline for KeNHA. The assignment shall be carried out in accordance with the Road Safety Management Policy, African Development Bank’s Proactive and Reactive Road Safety Manuals, applicable Manuals/Guidelines and documents of the Government of the Republic of Kenya, and any other internationally acceptable Road Safety Standards, Manuals, Guidelines and best practices. |
Description of the Services | Road Safety Audits: Conduct both pre-opening (during construction) and post-opening (after the road is operational) road safety audits of the Kenol–Marua Highway Improvement/Dualling Project. These audits will identify safety deficiencies and risks, recommending short, medium, and long-term safety interventions to ensure roads are safe for public use. Road Safety Assessment including iRAP Star Rating: Perform comprehensive Post-Construction RSA’s including iRAP Star Rating for selected major corridors. These assessments will help to identify high-collision locations (Black Spots), analyze traffic crash data, and recommend safety treatments for implementation. Black Spot Management Guidelines: Develop guidelines to provide a systematic approach for identifying, analyzing, and treating hazardous locations prone to crashes. This will ensure the reduction of road traffic collisions on the national trunk road network. Road Safety Management Policy & Strategy: Review and update KeNHA’s existing Road Safety Management Policy and develop a new 10-year Road Safety Strategy. These documents will outline principles and frameworks to enhance road safety practices and integrate road safety management into all road projects in alignment with international standards. Capacity Building & Knowledge Sharing: Facilitate capacity building for KeNHA’s Road Safety Unit by providing specialized training in road safety engineering, road safety audits, iRAP Star Rating, collision investigation, and policy development. This training aims to strengthen KeNHA’s expertise in road safety management, ensuring long-term sustainable improvements across Kenya’s road network. |
